Faced with the need to simplify and reduce
the long-term operating costs associated with securing a
complex infrastructure of facilities for its wastewater and
reclamation plant infrastructure, the City of San Diego
asked CEI to provide an integrated system of closed-circuit
television monitoring, access control and fire
alarm/life-safety systems. These systems allow a small local
group of security personnel to monitor and respond quickly
to a variety of emergent situations arising from any point
in the county-wide network.

This
is a large, campus style security/access control system
covering a large portion of Point Loma, California. This
design/build project integrated new and existing access and
security systems from over 30 different high-security areas
comprising the SPAWAR group. Each system reports to a
central command center via hardwire or dial-up/leased phone
lines, or over a WAN connected with fiber optic cable and/or
a microwave ATM circuits. Closed-circuit television and
intercom signals are also carried over this communications
network. The system is software integrated via custom
software (designed and written by CEI) with an Intergraph
Response/Dispatch system. Card user and badging data from
the resident SPAWAR mainframe computer is downloaded and
incorporated into the Westinghouse mini-computer via custom
CEI software drivers. The database includes over 30,000
card users and undergoes hundreds of user changes every
month. |

CEI designed and
installed the access control system for the SDPD. All
citywide substations were networked back to the downtown
Main Command Center. |

Bay Water Reclamation Plant
This facility is another of several in San Diego's Wastewater
plans. CEI installed several systems in the
facility including Westinghouse access control, a
Notifier
networked fire alarm system, perimeter fence security, as well
as Gaitronics industrial intercom system.
CEI integrated the alarm and
reporting information from the access control, fire alarm and
fence security system into the facility's campus wide digital
control system (DCS). This information allows the display of
all critical events and triggers automated responses
reducing the level of personnel required while increasing
the ability to monitor risk and regulatory compliance
related activity.
